It's normal you must export out of the file as block. And remove this block of your file, save it and re import your block.
I mean IntelliCAD don't update this block it's may be a bug or something we don't know...
BECAUSE if you click 2x on the created block, in the block editor the UCS is changed but in IntelliCAD the block keep the old UCS. I don't understand why?
I didn't found other solution. Export your block and change the name by security, remove this old block of your file and reimport the new and now the UCS is changed.
It's a bug certainly.
EDIT: I understood something:
The point is where you click to pose your created block, always on the XY plan. If you are in top view the point is on the z=0 level but if you is in right view, the point is always on the XY plan but in this view the plan is in front of you. Look at UCS where is XY.
