How can I scale a drawing that is 24" x 36" down to a manageable size like 8.5" x 11"

Paperspace might not be necessary, although it can be a help for printing as can Xclip.
The primary way of making drawings fit the paper is by adjusting the "scale" (or fit to paper) option when printing.
The advice "always draw full size in model space" is correct, never draw at any scale other than 1=1.
