Working with TIFF georreferenced files

I need to open a TIFF file georreferenced with a TFW file, to draw on it, so I could open the new draw with a GIS application and it would be positioned in the correct place. Anybody knows if I can do it with IntelliCAD, or if I can do it with a LISP or VBA programm?
