Has anyone else had the problem of clicking in the Entity Properties Toolbar (layer, color, etc.) and then have the mouse wheel locked into this toolbar (scrolls contents in dropdown box even when mouse is not over toolbar anymore)?

This is common for all verisons of windows. My solution is to minimise and then maximise the window. This releases the mouse wheel from the toolbar, as well as makes the "esc" and "enter" keys work again.
