copy,rotate

Hi I am having trouble with the rotate part of relocating a drawing to another coordinate system. Is it posible to do a copy and rotate by specifying coordinates?
this may help.
edit/copy, select objects, change view, set ucs to "view", edit/paste special, choose itellicad block, unpick "position block when inserting", enter cordinates and rotation angle.
