CMS IntelliCAD PE won't start on new computer

1. I bought a new Asus Zenbook Pro Duo which is running Windows Pro 10.0.19041.113
2. The Turbo.net extension is installed and active in Chrome 80.0.3987.122
2. I logged into http://uscloud.intellicadms.com and pressed the Run button
3. I installed Turbo-Plugin.exe using 'run as administrator'
4. Whenever I click CMS IntelliCAD PE in the Turbo.net app shows a dialog saying requesting, buffering and launching but nothing happens.

The windows event log shows the following:

We've recently sent an email notice to all CMS IntelliCAD PE Easy Run users informing them about a new version upgrade and how to run it from the newest CMS IntelliCAD PE Easy Run server.

An the instructions are:
a) Uninstall ALL CMS IntelliCAD and turbo.net software from your Windows system(s);
b) Reboot the system(s);
c) Then sign in at new CMS IntelliCAD PE Easy Run server at https://run.intellicadms.com using your CMS IntelliCAD PE Easy Run license data, i.e., license username and license password;
d) Follow instructions that will be presented.
e) You will have the option to run from browser or install a desktop shortcut allowing quick launch;
