how to change the unit of measure when I insert the block?

Hopefully someone will correct me if I'm wrong, but I believe this behaves the same way in ACAD. It is determined by the units the block was saved in. I always write "Unitless" blocks, am not a fan of letting the system decide whether I meant inches or millimeters when I'm drawing. Units are units, and are determined to be either inches or mm in the dimensioning and plotting systems.
