Do you mean how to create PLT files or how to open them?
For creating, use a printer driver (Windows) and configure it to "plot to file"
Open PLT is more dificult. You will have to transform PLT en DXF (or DWG). There are some programs available wich can do this.
PLT files are in HPGL or HPGL/2 language, this format is not the same as an vectorial format like DWG or DXF. You will have serios limitations, such as lossing drawing scale, no layer informations, exploded texts and dimensions. But sometimes there is no other way.
