I set up a drawing in paper space added a title block, and did a print preview, I made some adjustments, and printed the page, here is the question, how do I define the border that is generated a bit bigger so it shows only about 1/2" of paper around it?

If you set it to print at 1:1, the size of your border on your title block will determine how much space there is around it. If you want to automatically adjust the size to fit the page, in the print setting dialog box, just set the scale to "scale to fit".
