I downloaded a drawing from a vendor site opened it in intellicad checked the dimensions against dimensions I added, and my dimensions in inches are exactly half of theirs however the mm dimensions are the same. By the same token when I draw a line the same length as indicated by their dimensions it is the same as indicated what am I missing?

It sounds like you have .5 in your scale factor for your inch dim setting.
