I support a sole practitioner Architect in Michigan, and just installed the Feb 27th maintenance update for him on his Windows 11 PC. He is having the exact same problems as the OP. I just downloaded and ran the 13.1 update as a trial on my personal Windows 11 PC and am also seeing the exact same thing on a fresh install. It should be evident to CMS that this is occuring and anyone who intalled the update needs a fix ASAP. I don't know if we have the previous installer saved or not, you should offer it on your download page until this is fixed.

Steps:
- Opened file 'Iso Hatch patterns.dwg'.
- Change to Layout1
- Double click into viewport.
- Click the Annotation scales list on the bottom bar.
- Click any scale.
- Message pops up in lower right 'Regen The regen is no longer required' The message shows in the 'Events Log' viewer afterward.
- Nothing changes in the viewport, and no message in the command bar is listed. Note that viewport is unlocked.

Please help.

Thank you for the replies. This had me pulling my hair out. I'll patiently await the fix. Thank you for the work around Quan. I thought I tried this before reverting versions and didn't get the same result. It would display a new scale in properties but not affect the viewport.

For those experiencing the same issue, it may help to continue using this workaround for the time being.

For those who are still struggling with the issue, it might be worth trying the following steps:

Ensure the viewport is unlocked.

Try adjusting the scale viapoki action games Properties Palette as suggested.

Double-check that all other settings in the annotation scales are set correctly.

It seems like CMS should offer the previous version as a temporary option until the fix is rolled out, but for now, let’s hope they resolve it quickly. If you haven’t already, I’d recommend contacting CMS support directly to report your issue for quicker resolution.
