Windows software for pen plotter is unavailable from HP. The plotter is a pen plotter HP GP3002 (graphtec). In AutoCad there is a command known as PEN PLOTTER CONFIGURATION. By using this command we can use this pen plotter, but no similar command exists in Intellicad. Please advise and resolve very urgent issue and problem

I recall that AutoCAD had an installation version that provided a plot only version to be installed on a computer.

I am not sure if this exists today however, maybe you could check this out on the AutoCAD forums.

Autodesk has indeed products that allow you to plot DWG drawings.

They recently released Volo View 3 ($99), which includes a module 'Volo Plot Module 2004'. This is the native Autocad 2004 Plot engine, so including all native customisations and support for PC3 files.

You can import existing pcp and pc2 files.

But be warned: Volo View 3 might not display DWG drawings that are not created by Autodesk software. For IntelliCAD you seem to have to define at least one layout. (I've seem more reports, but these accounts cannot be found at the forums at Autodesk, since these forums are seriously censored and regularly cleaned up.)
