This is new experince with intelliCAD, where I am trying to take a DWG file in page units and save out to geographic how is that process done?

Do you mean moving a drawing from paperspace to modelspace?

I believe we are talking about the same thing in different terminology. I currently have a CAD dwg that has been saved in page units and am trying to geo-reference the dwg in arcinfo, the problem is that arcinfo does not recognize the page units or paper units so I want to save the dwg in geo-graphic units. To my understanding is possible.

You can do this with the WBLOCK command. This will write the paperspace entities to modelpace (in a new file).
After running WBLOCK type OOPS to restore entities.
