Looks like a graphics issue, so try switching the CMS IntelliCAD graphics settings to OpenGL or OpenGL ES ( intermediate to advanced).
Check GRAPHICSCONFIG command .

Did you purchase such Spacemouse recently? Looks a bit old and we're not sure if driver version supports CMS IntelliCAD.

If you're running a CMS IntelliCAD PE EASY RUN license then you can update to current version.

There's something that does not look standard at the installation you've done. Did you changed anything while installing our software?
Double check that you have a Documents\CMS IntelliCAD11.1x64 folder

Reinstalling Windows does not edit OneDrive default settings; did you opt-out from installing or using OneDrive at the fresh Windows install?
