Why are you still using v13.0 when you can run v13.1 ? We believe our software provided notice of the update availability.
Just uninstall v13.0, reboot download and install v13.1

CMS IntelliCAD 13.1.469 viewport annotation scaling is comparable to Autodesk AutoCAD's.

TRIM tool has been refactored in v13.x . Users can now trim objects directly, without needing to pre-select the cutting edges or boundary objects.
The original TRIM behavior is still available by setting the mode to "Standard":
Type TRIM command > mOde > Standard

What version of CMS IntelliCAD are you running?
