Go to the CMS IntelliCAD HELP Menu and CHECK for UPDATES.
Also try to switch graphics engine at CMS IntelliCAD from OpenGL ES to OpenGL. Your graphics card may require that.

Also, you can activate the license twice. Over such limit you'll have to deactivate the license BEFORE any additional new install.
Check for "license management" support information at this support forum.

In this case, make sure you have only the CMS IntelliCAD licensed edition installed and then proceed as follows:
1) close CMS IntelliCAD;
2) delete C:\Users\<user>\Documents\CMS IntelliCAD10.0x64;
3) restart CMS IntelliCAD;

What version are you running?
Was the file created using CMS IntelliCAD?
Did you run the AUDIT command at this drawing?

Probably an update is required.
Please review the FAQ section on how to update CMS IntelliCAD.

Also try to delete the "CMS IntelliCAD" folder that is located at your Windows documents folder.
Then run CMS IntelliCAD again, and or software will restore the folder and default files.

Looks like your system and device graphics is not updated or does not properly support OpenGL ES graphics technology.
Make sure to force a windows update and also an update of your graphics device driver.
You can also tweak graphics visibility/settings using command GRAPHICSCONFIG.
