I've discovered what I consider to be a workaround for this problem. If you switch the rendering type to wireframe, the snap entities are all there and you can pick the desired points.

I know it is not ideal, but it does seem to work this way if you don't mind switching the styles back and forth.

I find that this does not completely solve the problem. Whether extruding a shape or even drawing a primitive such as a cylinder, the starting side of the shape will retain its geometry and snaps but the other end has nothing to snap. IGES Export function

I've tested this on a simple box and have confirmed that the scaling is off on the IGES Export function. A simple box 10,10,10 mm exports to a box 10,10,10 meters.
