I think it is linked to the VBA macro setting. It gives you the option in settings to turn off the VBA if you are not using it and then this pop-up won't appear. This prevents macros from running without the user knowing it. If you re-enable VBA macros the pop-up shows up again when you startup.

For actual software bugs, I've found that if you report the bug using the support tool you'll get a pretty fast response and they'll usually have it fixed in the next release.

I've discovered what I consider to be a workaround for this problem. If you switch the rendering type to wireframe, the snap entities are all there and you can pick the desired points.

I know it is not ideal, but it does seem to work this way if you don't mind switching the styles back and forth.

I find that this does not completely solve the problem. Whether extruding a shape or even drawing a primitive such as a cylinder, the starting side of the shape will retain its geometry and snaps but the other end has nothing to snap. I've tested this on a simple box and have confirmed that the scaling is off on the IGES Export function. A simple box 10,10,10 mm exports to a box 10,10,10 meters.
