The file is AC1027 (AutoCAD 2013/2014/2015/2016/2017).

I can open it on my PC with versions 10.1 thro to 12.1 with no issues.

So as you suggest it is a user permissions issue.

ATM all I can suggest is to create a new user with admin priverlidges and try using that account.

Ok, Are you prepared to share the problem drawing?
I am happy to test on my setup.

I assume you have a short cut on the desktop
Right click on the short cut and select 'run as administrator' see if that helps

Have you tried the drawing recovery option?

if that works, then look to reorganise the search paths

Looking at the file it seems as if only one version is required, all conversion factors in one file. Just a thought, but have you tried to rename the original file to say icad.unt.org the re-boot and try again as it may be that it finds the original first and stops looking for your version. This is how my system is set up for lsp files in version 12.1 and appears to work fine.
Possibly put your 'icad.unt' file in one of these??
