You may need to create 2 separate dimension styles.
One for Horizintal numbers and one for Vertical numbers.
So you can control how they are displayed.

You could search for the '$sv' files, there may be a backup there you could use, just renale the '$SV' to 'DWG' and open the file.
You can import the 'mnu' file via the 'customise UI' under the TOOLS dropdown.
