CMS IntelliCAD, version 13.1 Install problems

I uninstalled V13 to update to 13.1 and I keep getting this. I ran Microsoft Visual C++ and tryed again and got the same message.

Set Location in CMS Intellicad 10

Set Location in CMS Intellicad 10 does not work. When enter Lat. I get unable to recognize command.

What does the Set Location Tab under insert do? I select it and nothing happens. CMS IntelliCAD V9.2+

New CMS IntelliCAD 8.4a Premium Edition Update

I have installed the New CMS IntelliCAD 8.4a Premium Edition Update but there is still no way to save as a 2018 .dwg file as the CMS webSite said.
